Questions

The questions every CFO asks.

Yes. RoDTEP and RoSCTL scrips are transferable by design, and a transfer is recorded on the government's own customs ledger rather than in a private agreement. The questions worth asking are about the particular scrip and about how the trade settles, not about the legality of the trade.

Not on the scrip. Duty-credit scrips are HSN 4907, exempt at S. No. 137 of Notification 10/2025-Central Tax (Rate), in force from 22-09-2025. The 18% applies to the Scriphouse fee alone, and every trade ships a GST invoice and a net-realisation statement separating the exempt sale from the taxable fee, so an exempt sale does not leave your input-credit working to be rebuilt at year end.

Every scrip is checked against the government ledger first: that it exists, that the balance is really there, that it has not been used or cancelled, and that it is inside its validity. The counterparty IEC is checked too. Notifications 75/2022 and 76/2022-Customs (N.T.) of September 2022 also removed the clauses that allowed recovery from a buyer where the exporter had been allowed excess credit or had not realised export proceeds.
