For the scrip, yes. No reversal is documented in the ICEGATE e-scrip advisory, so an approved transfer is final and the credit is the buyer's to apply. Notifications 75/2022 and 76/2022-Customs (N.T.) of September 2022 also removed the clauses that reached a buyer for an exporter's excess credit or unrealised export proceeds, which is the outcome most sellers are asking about.

You raise it against the exact trade, scrip or payout it is about, and it stays pinned to that trade until it is closed. That is the whole design: there is no general queue where a specific problem turns into a ticket about nothing in particular, and no thread that loses which trade it was ever about.
